Doe Run solicitó a Tierra Group el diseño de un nuevo depósito de relaves en la Mina de Brushy Creek. Tierra Group llevó a cabo una investigación geotécnica que incluyó sondeos, clasificación, y muestreos de suelo y roca. Se realizaron evaluaciones técnicas-económicas a fin de minimizar los costos de construcción. Estas evaluaciones incluyeron la optimización del material de construcción mediante el modelado de filtraciones y la optimización de la construcción del vertedero a través de la aplicación de modelos hidrológicos e hidráulicos. También se utilizaron modelos de filtración y de estabilidad de taludes. Se entregó un informe de diseño al Departamento de Seguridad de Presas de Missouri, lo que permitió a Doe Run obtener los permisos necesarios de construcción y funcionamiento.
